The World Is Not Enough is a 1999 spy film directed by Michael Apted and starring Pierce Brosnan. It is one of the silliest entries in the entire series.

Yes, this film is incredibly silly, even too much for this franchise’s standards which are admittedly very low when it comes to that. But the overall storyline is ridiculously cartoony and comic-booky and you can just never take it seriously at all. The plot reminded me of ‘Moonraker’ and ‘Octopussy’ in its silliness. The entire villains’ goal here and their characters are way too ludicrous.
However, they are still somewhat fun. Especially Sophie Marceau who is delightfully campy in her role, but sometimes her performance was quite weak. The interactions between her and Bond are solid. The same goes for Denise Richards who is a very weak, forgettable Bond girl. Robert Carlyle is solid as the villain, but way too underutilized and he should have been used much more than Sophie Marceau. Pierce Brosnan himself is solid here, but not as good as he was in the previous two entries.
And The World Is Not Enough is simply enough much weaker than both ‘GoldenEye’ and ‘Tomorrow Never Dies’. That’s because it never felt as urgent or as fun, not to mention that in terms of storytelling and characterization, it is infinitely weaker.
There is no denying that some action sequences here are a lot of fun owing to solid execution of action and some memorable set pieces. The film’s entertainment value is quite strong and that was never one of its problems. But because the film is fun, it doesn’t mean it’s great and unfortunately this goes more in the category of a guilty pleasure than a fun blockbuster.

I also continue to get annoyed by the franchise’s refusal to give us some great locations as that was what James Bond was all about in its earlier years. Yes, we get to see Azerbaijan and Turkey here, but the emphasis is on military much more than the actual exotic locales which bothered me. The film is also way too long and weakly paced.
The World Is Not Enough is undeniably entertaining with solidly executed and fun action sequences, but the villains, though fun, are too cartoony and the overall storyline is way too silly and slight to be taken seriously. It is an exceedingly silly film even for this franchise’s admittedly very low standards.
