Yes, I do not know why this one got similar reviews and grades to the first movie. The remake at least had some good scenes and it was overall serviceable. This one, however, is bad across the board. There are only a couple of good things to be said about it.
One is the beginning which I liked to a degree as it was fun seeing Cruella get released from prison and experience trauma when seeing puppies and Dalmatians. But that was quickly ruined by her decision to once again go after them. That seemed unrealistic and simply stupid.
I also liked Glenn Close again as she’s fun in this role, but the character is even more stupid and made fun of in this sequel and that I hated. The new characters are all not only bland and boring, but so forgettable that I couldn’t remember a thing about them after watching the movie. I missed the old pair so much, and those actors were infinitely better two.
102 Dalmatians also has a reduced role for the dogs themselves and that annoyed me the most. I am watching a movie called 102 Dalmatians and me not getting, well, the Dalmatians is the worst offender here. What we got of them was stupidly anthropomorphic and downright bland.

The action is absolutely horrible and the entire third act’s a mess. The same goes for the overall storytelling which is terrible and simply pointless. We never got the idea why we needed this movie as the filmmakers only made it more evident that we did not need it at any moment. The pacing is bad too. Although I liked Cruella’s evil partner and some scenes with them, ultimately the focus on humans instead of dogs was a huge mistake that backfired significantly.
102 Dalmatians again has fun Glenn Close in the role, but the emphasis on humans instead of dogs was a horrible decision that backfired significantly. The plot is bad, the action is even worse and this sequel simply never justified its existence. The first movie was at least passable whereas this one is so much worse.
